OF

MARLO WILCOX 


Marlo Wilcox, PMP is a highly motivated, results-driven manager with proven success in business and government.  Her strong leadership and communication skills combined with refined and experienced project management skills bring value added results to any organization. 
Ms Wilcox has been contracted by the Ohio Department of Job and Family Services (ODJFS) to provide project management services in two of their key bureaus: Statewide Automated Child Welfare Information System (SACWIS) and Ohio Job Insurance (OJI).  As a member of the SACWIS Integrated Project Team (IPT), Ms Wilcox was responsible for managing data conversion efforts, to include tracking and reporting on defect resolution progress.  With limited resources and a rapidly increasing volume of defects, Ms Wilcox worked with the conversion team managers to identify opportunities to increase output of technical resources; ultimately increasing productivity and bringing the backlog of defects to a current state.  In addition, Ms Wilcox worked with the team’s vendor to identify and document a process for handling data conversion exceptions.
 
Within the OJI Bureau, Ms Wilcox was responsible for implementing a System Development Life Cycle (SDLC) process within the IT organization.  In this role, Ms Wilcox developed work flow processes and procedures for section management staff to use as a basis for restructuring their teams.  These work flows and procedures were integrated with the SDLC software being introduced to the organization in conjunction with the project.  Ms Wilcox oversaw training for the section management and directed that management in the training of development, analyst, and testing staff. 
 
In July 2004, Ms Wilcox accepted assignment with the Ohio Secretary of State as the Project Manager for the HAVA (Help America Vote Act) Voting System Project; a $115,000,000 project involving the deployment of new voting systems throughout the state of Ohio.  Working in collaboration with multiple vendors, Ms Wilcox oversaw the deployment of 24,736 direct recording electronic and optical scan voting machines, coordinated review and approval of voter outreach and poll worker training videos, marketing materials and user, technical and training documentation.  In addition, Ms Wilcox provided management oversight for multiple vendors contracted to provide Independent Verification and Validation (IV&V) on the new voting systems as well as contract oversight of outside vendor deliverables for security assessments on voting systems. 
 
Prior to accepting the HAVA assignment, Ms Wilcox applied her project management expertise to eGov technology projects.  Working closely with management and staff at the Secretary of State of Ohio’s office, Ms. Wilcox has implemented a number of online initiatives, including but not limited to online filings for Certificates of Good Standing and UCC filings; acceptance of credit card, ACH and pre-payment account payments for online services; design and development of an online seminar registration Web site; and, Election Night results reporting through the Secretary of State’s Web site. 
 
In addition, Ms. Wilcox has provided oversight and resource management of project budgets, SOS project team member assignments and outside vendor relationships.  She has assisted the Secretary of State’s General Counsel in vendor contract creation and negotiations by providing input regarding statement of work deliverables.  Ms. Wilcox has provided facilitation and documentation for key processes such as strategic planning, business requirement definitions, testing and training planning and stakeholder feedback sessions.
 
Prior to her work as an independent consultant, Ms. Wilcox was a Senior Principal Consultant providing project management expertise to projects for both the Secretary of State of Ohio and the Ohio Department of Education.  Ms. Wilcox was assigned to a project at the Secretary of State of Ohio’s Office involving development of a client server application intended to support processing of filing forms required for conducting business in Ohio .  Through application of day-to-day project management skills, Ms. Wilcox led a team of consultants, including functional and technical resources, to the successful completion of that project.  The system was implemented in June of 2000 and is still in use today.
 
At the Ohio Department of Education, Ms. Wilcox was tasked with leading the client through business requirements definition for an integrated online system that would consolidate the process for filing for grants/funding and action plans for performance improvement for schools.  These requirements were documented in detail for use at a later date.
 
Ms. Wilcox has been employed by The Huntington National Bank where she had strong roles in both management and project management.  Ms. Wilcox was originally hired to provide project management skills in support of bank mergers and consolidations.  In this role, Ms. Wilcox was responsible for coordinating centralization of processes related to direct and indirect consumer loan operations.  During this time, the Huntington founded its Project Management Office.  Ms. Wilcox played an active role in the creation of the Project Management “toolbox” that provided users across the organization with a standard methodology for handling projects. 
 
As consolidation activity wound down, Ms. Wilcox was promoted to a management position in the IT division with oversight and day-to-day management of Business Analyst staff that supported system implementations as well as upgrades and production maintenance.  Ms. Wilcox continued to apply project management skills and tools to major projects and, in particular, to Y2K efforts delivering five (5) systems, three (3) of which were mission critical.
 
 
Education  
Ms. Wilcox has a Bachelor’s of Arts degree in Business Administration from Otterbein College .
 
Ms. Wilcox is currently working of obtaining a Master’s of Information Systems through the University of Phoenix .  Anticipated completion date is January, 2008.

Ms. Wilcox has been a member of the Project Management Institute since 2001.
 
Professional Certifications
